The board meeting was silent other than the occasional click of a pen or shuffling of papers.

Makima sat at the far end of the table.

The Public Safety cabinet, which includes twelve members of the National Devil Extermination Public Safety Committee.

The president of the committee sat at the front end of the table before everyone else, fuming.

"Explain to me how all of our devil hunter divisions, including Special Division 4, were ambushed and so effectively, we lost most of our capabilities to effectively hunt devils? How could specially trained devil hunters get killed? How the FUCK could we lose that many men in a few minutes!?"

The president sighed before resigning in his seat.

"Regardless, our divisions have taken a heavy toll. We are combat ineffective, meaning we don't have enough people to fight devils, meaning civilians are now prime targets for devil attacks, including the Gun Devil." He said, defeatedly.

A murmur among the members rose as Makima sat quietly.

"So... any suggestions on what we should do now?"

No one spoke up.

"Well, we better find a fucking solution and fast. We are in deep shit if we don't find one. Now, it's the perfect time for devils to attack with our resources stretched so thin." The president said.

He stood up and sighed, walking to the window to look out at the city.

"Fuck." He muttered.

"Sir, may I provide a suggestion?" Makima asked.

"Go ahead." He said.

"I suggest we form an alliance with Zero Risk Security, request them to aid us." Makima said.

"Zero Risk Security? Is that the PMC stationed in South Africa?" He asked.

"Yes sir." She said.

"What good can they do?" He asked.

"We should form a partnership with them, have them send us operatives to help grow our divisions to be combat effective. Or, at the very least, hire them." She said.

Makima reached for her pen, briefly staring at it before looking back at the president.

The president briefly looked at her befire scoffing and looking back out the window.

"Mercenaries. They're not trained to be devil hunters, what good could they do?" He asked.

"Even though they are stationed out of South Africa, they are an international organization, willing to be hired by any company or even governments." She began.

Makima reached before the table before standing up, setting a briefcase on the table.

Two clicks and the suitcase opened as members of the committee looked.

She pulled a photograph from the case.

"Even though they are a 'security firm', their members are former South African military with many being former Rhodesian SAS. Due to the recent wars in Africa, it safe to say they have plenty of combat experience."

Makima revealed a document, srtting it on the table.

"They're mercenaries, yes, but very obedient, being one of the most popular mercenary groups to hire due to their successes."

She revealed several more documents, photographs, and a single card.

"I have personally met the executives of Zero Risk, ensuring they are the right ones to form a partnership." She said, sliding the card to the closest committee member.

He took it, examining it before passing it off to the woman beside him.

One woman pressed her fingers on a document and pulled it towards her, staring at the words.

"They're mercenaries." The woman said.

"Indeed, yes. However, I believe that a partnership would be beneficial. With their operatives in our ranks, it would not only boister our combat effectiveness quickly, but it would also allow us time to recuperate from the attack, allowing us to pour more resources to reconstruction of the destroyed divisions."

"So these guys, Zero Risk, how do they operate?" The Vice president asked.

"Simple, really. They use Western doctrine but also provide many of their own weapons vehicles, too. We wouldn't have to worry about equipping them and draining resources. They follow orders well and will ensure civilians do not get caught in the crossfire." Makima said.

The room fell silent.

"Gimme that card, Miss Makima." The president said.

The last member of the committee to have the card quickly handed it to Makima, who took it and approached the president, extending her hand out to him as he took the card.

"That photograph, too." He said.

She handed him the photo.

He stared at it, staring, contemplating, deciding on the best course of action.

"The meeting is dismissed, go." He said.

Everyone stood up as Makima approached her suitcase.

"Stay Makima." The president said.

"Yes, sir." She said.

Everyone left as the president turned away from the window and approached.

He raised his hand and pointed at her.

"Think not that you control me, for you do not." He said venomously.

Makima stood unfazed with her hands behind her back.

"I will trust your judgment on this decision. I will contact the executive committee in Johannesburg, but if this fucks up, it's your ass, got it?" He said.

"Yes, sir." Makima said, unfazed.

"Leave your stuff here, I want to review it." He said.

"Yes, sir." She said before turning away and leaving the room.

The president of the National Devil Extermination Public Safety Commission sat at a table before four men.

One white sat between one white man and a black man with one more white sitting beside the black.

"Mister president, sir, I can assure you this is a great idea." The white CEO said.

"I've heard that before." The president said.

"If you do not trust our operative's combat abilities, perhaps we can show you, no?" He asked.

"I would prefer that, but I believe I don't have to." He said.

"Okay then, what will it take for you to hire my company to ensure the protection of citizens of Japan?" He asked.

He sighed before reaching for his briefcase and opened it, setting a paper on the table and sliding it to him.

"Your name and you're hired." He said.

The CEO eagerly reached for the black man, reaching into his jacket and pulling out the pen before signing the contract.

He stood up as soon as he finished and extended his hand.

"Sir, I can assure you that you have made the right decision. When can we deploy operatives?"

The president stood up and shook his hand.

"Today." He said.
