The second borns of the most richest families are the ones who have to prove that they belong in the family, or they get sent to Havenwood. The only way for them to get out is when they turn 18 and their parents sign off (they have to stay an extra two weeks if they don't), if another family member besides their parents get them out, or if their parents see that they are finally good enough, which rarely happens.
