Jiraya was not having a great day. First of all, tensions were still very much present during the past three years between Kumogakure and Konohagakure, because of the Hyūga heiress's disappearance.
Moreover, they had further increased a year ago when ten members of the Kurama clan had been rescued from the outskirts of Kumogakure and Iwagakure. Both villagers of course had heavily denied any involvement with it, but the proof had been painfully clear when the Yamanaka had gone inside the clan members heads, and it was further revealed that more of the Kurama clan were still in captivity.
Needless to say after that report, everything went to shit.
Tensions rose between the three villages, and Jiraya had no singular doubt that rumours of war would also start and feed the flames of this tension, in the next coming years.
Furthermore, because of this incident, Danzo was pushing further on the developments and public use of his ROOT and planned on increasing military strength, by changing the system for the Academy and making it more harsh and rigorous to the point of genins having their first kills, as Initiation before they became Shinobi.
This of course, would have naturally been denied by the council, since the civilians had naturally downgraded the system to have more ninjas from civilian families, but unfortunately for them this time, everyone else was not having it.
The Shinobi council had all unanimously agreed and had not changed their views on the matter, even though their own children were in the Academy.
Jiraya could see why, a war could be brewing again, and he supposed they were afraid that their kids would be kidnapped and experimented on as the recent survivors had been, and wanted them to be strong as possible. Because clearly, the system had failed the Kurama clan and was putting the clan children in more danger, whilst promoting the uselessness of the civilians.
It was understandable, especially since the Uchiha massacre was still fresh, their numbers were still lacking, and now the civilians were crying for the same Uchiha Police they had scorned.
And because of that the Shinobi council wasn't the least bit happy, with both the Hokage or the civilians for that matter, and tensions were slowly arising within Konohagakure as well. Moreover, Danzo was using the situation quite, beautifully -jiraya might add- and was getting more votes on the dates, to start the implementation of these new changes and plans.
Honestly, Jiraya would want to say the Shinobi council had lost their minds for agreeing with Danzo with anything, but seeing the kidnapping, the experiments and the attitudes of the civilians. Jiraya understood, and to a certain extent he agreed with the Shinobi council, they had to be ready, especially his sensei, his sensei was not being the least bit helpful. The man's years were clearly over and Jiraya wouldn't be surprised if the Shinobi council asked his sensei to step down in the next few years.
That would be a sight. Jiraya thought as he rubbed his temples. They certainly wouldn't choose Danzo and it would be another issue. Certainly this past years had just been nothing more than utterly troublesome.
I'm starting to sound like Shikaku. Jiraya thought with a frown, but certainly even troublesome wasn't enough to describe all of it. Because low and behold, the was more to it than that. It got worse, and how could it get worse than a potential Shinobi world war or civilian war, an all out chakra war, an actual world war, that included even rogue ninjas, and how was that possible?

It was a new group, which also had Orochimaru's claws in it. It seemed to be a dangerous one as they were a collection of S-Rank ninjas from all the five great nations. With the likes of Uchiha Itachi and people like Orochimaru, a sannin.
