The Konoha Council room was filled with tension as Tsunade, the Fifth Hokage, took her seat at the head of the table. Alongside her were the Third Hokage, Hiruzen Sarutobi, and the village elders, Homura Mitokado and Koharu Utatane. The room was packed with the heads of various clans and the village’s elite Jounin, including Kakashi Hatake, Asuma Sarutobi, Kurenai Yuhi, and Might Guy.
Tsunade began the meeting with a firm voice. "Thank you all for gathering on such short notice. As you are aware, Orochimaru has infiltrated the Chuunin Exams. We must act swiftly to immobilize his operations and protect the village."
Hiruzen nodded gravely, adding, "Orochimaru's presence poses a significant threat to the safety of our genin and the security of Konoha. We must strategize and act with precision."
Homura and Koharu exchanged worried glances before Homura spoke up, "We need to ensure the protection of the participants while also capturing Orochimaru. His objectives are unclear, but we cannot take any chances."
Kakashi, leaning forward, suggested, "We should increase surveillance around the exam areas and deploy ANBU units to key points. Orochimaru won't be working alone; we need to be prepared for any accomplices."
Asuma, stroking his beard thoughtfully, said, "We also need to consider the safety of the civilians. Orochimaru's tactics are unpredictable. Evacuation plans should be in place in case of an emergency."
Kurenai added, "We should discreetly inform the participating genin teams about the potential threat. They need to be vigilant and ready to defend themselves."
Might Guy, ever enthusiastic, declared, "We should form specialized teams to track and engage Orochimaru directly. His capture is imperative to prevent further chaos."
Tsunade nodded, her eyes scanning the room. "Good points. We’ll form three primary response units: one for direct engagement, one for intelligence and surveillance, and one for evacuation and civilian protection. Kakashi, you'll lead the direct engagement unit. Kurenai, you'll handle intelligence and surveillance. Asuma, you'll oversee evacuation and civilian protection."
She then turned to the elders. "We'll need your guidance in coordinating with the other village leaders and ensuring that our forces are well-prepared and unified."
Hiruzen spoke up once more, his voice filled with determination. "Orochimaru has caused enough harm to this village. We will not let him disrupt the peace we have worked so hard to maintain. Prepare your teams and move out immediately."
The room buzzed with the energy of impending action as the Jounin and council members quickly dispersed to execute their tasks. The mission to immobilize Orochimaru was now in full motion, with the safety and future of Konoha hanging in the balance.
Jiraiya and Naruto stood in a secluded training ground, the afternoon sun casting long shadows. Naruto, his orange jumpsuit covered in dirt and sweat, had just successfully demonstrated the Rasengan.
"Now that you have mastered the Rasengan," Jiraiya said with a proud glint in his eyes, "let's get you into the Summoning Jutsu."
Naruto's eyes widened with excitement. "Another jutsu to learn! I can't wait to show this to Hinata," he exclaimed, grinning widely.
Jiraiya smiled warmly at Naruto's enthusiasm. "Alright, Naruto. Let's see if you can handle it. Summoning Jutsu requires a lot of chakra control, but I think you're ready for the challenge."
Naruto clenched his fists, determination shining in his eyes. "I'm ready, Sensei! Show me what to do!"
Jiraiya nodded, then bit his thumb, forming a quick series of hand seals. He slammed his hand to the ground, and with a burst of smoke, a large toad appeared. "This is Gamabunta. You'll need to sign a contract with the toads to summon them. But first, let's start with something smaller."
