The League of Villains were trying to recruit the supposed most dangerous villain along with a cult that ranges in the thousands.
Shigaraki: "Well now. You brought us a big catch, huh, Twice?"
Chisaki: "You think so? Strange, coming from you. The league of Villains."
Magne: "What gives? Is this guy famous or something?"
Shigaraki: "My master showed me a picture of him. He's what you call yakuza."
Magne: "He's the number two of the whole gang? Ooh, I've never met anyone like you before! He smells so dangerous. How exciting."
Toga: "What's the deal? We're all criminals here, so how are these two any different?"
Cultist Leader: "What makes thw cult different from your League is... this."
Cultist bring in a cage with a tarp on it. The cage let out a growl and the sound of breathing can be heard.
Cutltist Leader: "We control monsters that can kill Godzilla. Our last one was proof of the potential these creations of ours has."
Toga: "Wait, you're talking--"
Cultist Leader: "Yes... Shin Godzilla was made by us. An ever evolving creature that was brought to this world knowing only two things... hunt and kill. Made with his scientists and the DNA of a Godzilla user. We just added to much Godzilla DNA to the last one. But now then, I'll let you two talk. For the Cult and Chisaki are allies and I'm not very good at speaking." The Leader left and the cage was taken away.
Back at Ryujin's workshop he was seen working on his project. He didn't find an agency because he didn't search for an agency. He focused his work on his project. When he is needed, one of the Monarchs will call him.
