Our village is on the brink of collapse, and in our desperation, we saw an alliance with Otogakure as our only chance for survival."

Hiruzen's eyes softened with understanding, though the weight of disappointment remained. Ay crossed his arms, his expression a mix of sternness and contemplation. Ohnoki nodded slowly, acknowledging the difficult position Sunagakure had found itself in. Mei's gaze was sharp but empathetic, recognizing the harsh realities that often forced difficult decisions.

The room remained silent as the leaders absorbed Baki's words. After a moment, Hiruzen spoke, his tone measured and reflective. "The hardships Sunagakure faced are not unknown to us. While your actions were misguided, we must also acknowledge the pressures and challenges that led to such decisions."

Ohnoki, ever the strategist, spoke next. "This summit should serve as a reminder of the interconnectedness of our villages. Economic stability and mutual support are crucial for peace. We must work together to find solutions that benefit all."

Mei's voice carried a tone of determination as she concluded, "Let us use this opportunity to strengthen our bonds and ensure that such misunderstandings do not occur again. We must foster trust and cooperation among our villages."

Hiruzen then raised his hand, signaling he had more to add. "While we appreciate the explanation, there must still be reparations for the damages caused. Sunagakure will pay reparations to Konoha for the harm inflicted during the invasion."

Baki nodded solemnly, accepting the responsibility. "Sunagakure will comply and ensure that the reparations are paid in full."

Hiruzen continued, "Furthermore, I will personally speak to the Wind Daimyo to address the issue of mission outsourcing. It is essential that the missions are distributed more fairly, so that Sunagakure is not deprived of the funds necessary to sustain itself. I will do everything in my power to persuade the Daimyo to send more missions your way."
