1914-Canberra, Federal Capital Territory, Australia

"Is there any reason why they made a territory just for a capital?" Willow asks as they walk down the street.

"Maybe they want to be like the District of Columbia." Vicky answers, shrugging.

"That doesn't exactly make sense, though." Reggie says, "I mean, D.C is a city itself while the Federal Capital Territory isn't. The City of Canberra is, however."

"It was a dispute, okay." Eli finally cuts in, "It was a dispute between David and Vicky whether the national capital would be Sydney or Melbourne. My guess is that the territory itself was built to separate Sydney and Canberra."

"You two disputed over the national capital placement?" Reggie questions, glancing at Vicky.

"I mean, didn't America have the same thing happen to them?" Vicky questions.

"Yes, they did. Kept fighting about where to put the national capital. Came to compromise like us" Eli explains.

"Okay, we are getting side-tracked." Willow barks, "We need to find out if there is a personification of the capital."

"We don't even know what they look like. How are we going to find them?" Reggie asks.

"Umm, keep looking until we think someone is a personification?" Vicky says. Everyone looks at her like she's stupid.

"What!?" Vicky cries, "It's just a suggestion!"

"A stupid one." Eli mutters. Vicky glares at him.

"Maybe we should go back home." Vicky says as she chomps down half of her tuna sandwich, "It's been hours. We can always try again later."

The only response she gets is a hum from Willow.

"Oh, come on. Please, don't tell me we're going to walk around all day." Vicky moans.

"It isn't that bad." Reggie responds.

"But it is." Vicky whines as she lays down on the soft grass of the park they're in, gazing up at the sky.

Why didn't she just stay home in Sydney like David or Jude? She could be having some nice, warm tea with Jude or arguing with David or playing cards with Quinn.

But, nope!

She decided it was better to walk around a city for hours on end instead of being at home. She's about to take a bite from the other half of her sandwich when Eli stands up.

"Alright, we're done with lunch. Come on, let's split up. We'll go in different directions." Eli says, putting away his lunch.

Everyone nods and starts to pack up.

After picking a direction, they split up, going the directions they chose.

Vicky heads south, skipping along the street.

She keeps the other half of the tuna sandwich out, in case of the personification being hungry. She also makes sure to check every place she possibly could, just in case of the personification being there.

After a while of not finding anyone, she is just about to give up when she hears a clattering noise from a nearby alleyway.

She feels like she should slap herself for being so stupid.

Of course the personification would be in an alleyway!

Vicky slowly and warily approaches the entrance of the alley.

She feels like David crawling across a river to get to a prize at the other side. Her prize, of course, being a personification instead of food.

She enters the alley and sweeps her gaze across.

A young girl around the age of five was snooping through a fallen trash can. She doesn't seem to have noticed Vicky's presence yet.

Vicky sits down before speaking, "Hey."

The single word makes the young girl scamper away from her and Vicky cringes as she shouts after the girl, "Wait! I have something you might want!"

Upon hearing Vicky's words, the girl skids to a stop and turns to look at her. Vicky holds up the remaining half of her tuna sandwich to the girl. The girl examines both the sandwich and Vicky before cautiously approaching.

A pang of nostalgia hits her, reminding her of when she first met David. Though, unlike David, the girl takes the sandwich and creeps a few steps back instead of running further into the alleyway.

Vicky takes this time to examine her. She's skinny and thin, from what Vicky can see, with messy, tangled honey brown hair, shining jade green eyes and tan skin. Her look is complete with a short-sleeved shirt that was too big for her and big, bushy eyebrows like the rest of Vicky's siblings.

"Who are you?" The girl asks after she finishes eating the sandwich.

"Victoria Reed or the state of Victoria." Vicky answers, knowing how bad of an idea this was.

Luckily for her, the girl smiles and holds out her hand, "I'm the Federal Capital Territory!"
