He can freely surge this throughout his body and expel it, but is unable to control it once it leaves his body. Can achieve S+ Speed. Extra resistances to electrical attacks. When Kaigaku goes over the limit he will lose all the electricity stored and Kaigaku suffers a -3 stat grade debuff in Speed and Accuracy for 1 post. (Note: Users with this Quirk MUST have odd physical appearances such as wires in the hair. A bit of constant crackling static, charred skin. Lighting pupils, no iris.Etc.)
