Mid June, 1639, Winnos Federation

As time goes by, Winnos Federation has been in a time of peace since April. During these 2 months of lull in the fighting, many things have happened and many new people have come to the Federation to live their newfound lives. Padia Development Zone has grown from 2 isolated settlements, into 2 growing island-countries. The town of Padia is being developed starting from ports, hospitals, schools, farms, and road infrastructure. The Daglia Union now has a makeshift port made of wood as delivery of materials for a larger more modern port is being shipped into the island. The Pearly Island has been designated into becoming a naval base capable of atleast housing an entire combat armada and their supplies capable of lasting for a period of isolated conflict, such as oil, food, and ammunition.

Padia Development Zone is also slated to be called Padia Union once development plans until 1645 is done and talks of its governance has been settled. For now, it is still ruled among Elise and Dwargo, with Rina acting as their prime ruler. 

The people of Winnos are also allowed into going into the PDZ for trades and tourism, as the influx of animals and goods from the first trade fleet from Mu and the Second Civilization has brought things that are not found or produced in Winnos such as magic tools.

These magic tools particularly came from Magicaraich Community and allows for various functions and utilities depending on their enchantment. Although there has still been no contact between the diplomats of the Magicaraich and the Federation, Muish merchants are acting as middlemen or guarantor of the other non-muish merchants. Ofcourse, the products are still subjected to tax, inspections, and trade limitations based on the verdict of the government, making them somewhat expensive. 

Along with these trades came slaves. The slave trade between the Federation and Mu is about bringing non-criminal or non-war slaves, and these slaves that came in variety - such as sex and debt slave, are either exchanged for criminal slaves, or bought with money. These newly gotten slaves are rehabilitated and educated, and as housing and living conditions in Padia improved, they are given their own homes. In a magical fashion, the elves are chained in spell-imbued contraptions, disallowing them to go against the wishes of their master. 

The one decided to handle this master-slave ownership is Rina the Elf, leader of the PDZ. Unlike any other races, Rina is long-living, has large knowledge pool in magic, and can disable the slave collars anytime. 

As the discussion of slave trade went beforehand, and knowledge about the slavery going on in Elysia spread to the people of Winnos, the establishment of Slave Protection and Rehabilitation Act became a topic of discussion. This law involves a myriad of clauses such as:

- Winnos and Padia citizens, with exception of Rina Padia the governor and elder of the PDZ, are banned from owning a slave

- Rehabilitation and graduation from slavery involves education, livelihood programs, vocational training of their own choosing, job opportunities, basic human rights, future abolishment of slave identity, and more.

- Citizenship to both nations after graduation.

 As rehabilitation goes on in the future, a "Graduation Ceremony" or "Freedom Ceremony" will be held for the slaves for the removal of their collars. 

Along that, the Federation government has begun considering the creation of Special Situations Bureau, mostly to handle personal affairs of the slaves such as buying other enslaved family members, finding their friends and their family, killing their old masters that abused them, etc. They are planning to make the Bureau take on personal issues of the slaves and do what they can to provide them closure. This is not just a military bureau, but also that of financial, psychological, and more that would be necessary for their nature of operations.
