Chapter Twenty: The Exalted Council

Two years had passed since Corypheus's defeat, and the world had changed in ways both subtle and profound. The Inquisition, once a desperate alliance formed in the face of apocalyptic threat, had grown into a formidable power in its own right. Its influence stretched across nations, its agents operating in every corner of Thedas. For many, the Inquisition represented hope and stability in a world still reeling from the chaos of the Breach. For others, however, it had become a source of growing concern.

As the warm summer sun bathed the gardens of the Winter Palace in Halamshiral, Navier Lavellan stood before a mirror, adjusting the formal attire that marked her status as Inquisitor. The past two years had left their mark on her - a few more lines around her eyes, a certain weariness in her posture. But her gaze remained as sharp and determined as ever.

A knock at the door preceded Cullen's entrance. He too wore formal attire, though he looked decidedly uncomfortable in it. "Are you ready?" he asked, his voice a mixture of concern and support.

Navier took a deep breath, squaring her shoulders. "As ready as I'll ever be. Let's go face the music, shall we?"

As they made their way through the opulent corridors of the palace, Navier couldn't help but reflect on the journey that had brought them here. The battles fought, the alliances forged, the loves gained and lost. Dorian and Alistair had returned from their respective realms months ago, bringing with them new perspectives and renewed dedication to the Inquisition's cause. Solas remained a mystery, his absence a constant ache in Navier's heart.

The great doors to the council chamber loomed before them. Navier paused, feeling the weight of the moment. Cullen squeezed her hand reassuringly. "Remember," he said softly, "whatever happens in there, you're not alone."

With a nod, Navier pushed open the doors and stepped into the chamber. The room fell silent as she entered, all eyes turning to the Dalish elf who had saved the world and now stood at the center of a political maelstrom.

At the head of the long table sat Divine Victoria - Cassandra Pentaghast, elevated to the Sunburst Throne. Despite her new status, Navier could still see her old friend beneath the ornate robes and weighty responsibility. Flanking her were the representatives of the major powers of Thedas: Empress Celene of Orlais, Arl Teagan representing Ferelden (Alistair having recused himself due to his personal connection to the Inquisitor), and various other nobles and dignitaries.

"Inquisitor Lavellan," Cassandra's voice rang out, formal yet tinged with warmth. "We welcome you to the Exalted Council. We are gathered here today to discuss the future of the Inquisition and its role in Thedas."

Navier inclined her head respectfully. "Divine Victoria, Your Majesty, my lords and ladies. I stand ready to address your concerns and work towards a resolution that benefits all of Thedas."

Arl Teagan was the first to speak, his voice sharp with barely concealed frustration. "With all due respect, Inquisitor, the concern is the Inquisition itself. What began as a righteous cause has grown into an unchecked military power. Your forces operate across borders without oversight or accountability."

Empress Celene, ever the diplomat, interjected smoothly. "We do not discount the good the Inquisition has done, of course. But surely you must see how your organization's continued growth might be viewed as... problematic."

Navier felt a flare of defensiveness but pushed it down. She had anticipated these arguments. "The Inquisition was formed to address threats that individual nations could not face alone. The world is still healing from the wounds left by Corypheus and the Breach. Our work is not yet done."

"And who decides when that work is done?" Teagan pressed. "Who oversees the overseers?"

As the debate raged on, Navier found herself grateful for the presence of her inner circle. Josephine's diplomatic skills were put to the test as she deftly navigated the complex political waters. Leliana, now serving as Cassandra's Left Hand, provided crucial support from her position. And Cullen, standing firm at Navier's side, was a constant reminder of the strength they drew from each other.
