Suki remained silent for a moment, choosing her words carefully. "It's... impressive. I can't deny that."

Azula turned to face her, those piercing, calculating eyes searching for something beneath Suki's calm exterior. "Then why hesitate?"

"Because," Suki replied after a long pause, "what you've built, it works, but it's not freedom. It's not what people would choose if they had a say. They just accept it because it's the only option."

Azula leaned back in her chair, a faint smile playing at the corners of her mouth. "Perhaps. But they're not suffering. They're living better than they ever have. Sometimes people need to be guided, Suki. Some choices are too important to leave to the masses."

Suki shook her head, conflicted. "People deserve the right to make their own decisions, even if it means making mistakes."

"That's the weakness of your thinking," Azula replied, her voice cold but matter-of-fact. "You think people will always choose wisely, but they won't. Not without someone strong enough to lead them. That's why you should join me. Kyoshi Island doesn't need to be another forgotten relic of the past. With me, it could become the jewel of the Earth Kingdom."

Suki looked down at her tea, the steam swirling up in delicate curls. "I won't betray my people. I won't force them into something they don't believe in."

Azula's smile faded into a thin line. "Betrayal? No. Leadership. You could lead them into a new era, Suki. Think about it."

The silence stretched on between them, thick with unspoken tensions. Outside, the city hummed with the sound of progress, a city reborn under Azula's rule, efficient and unyielding.
