We see somewhere in the south of Gotham, a small operation building that creates toys and so on. The toy factory had a certain bird symbol of a penguin as the logo but in reality was owned by the Cold Empress Bird of Gotham. Inside the factory, past the normal ones, we see behind a secret door in the main office showed weapon testing laps and some areas to test out those said weapons. We see the Cold Empress Bird - Anastasia Owswald who runs her night clubs by the night as part of her big empire business and criminal operations on the sides.

Anastasia was currently testing new umbrellas and their weapons against testing dummies. One of them wasn't working right.
"Too much to the left, Eggy. Have this fix with the others," Anastasia said, handing the rocket-fired umbrella to one of her men known as Eggy, a muscular bodyguard.
"Yes, Empress," Eggy bowed, taking the umbrella back to the shop for fixing.
Anastasia hummed and had not had very good days for the past couple of days. Not a happy bird in the nest, not after rumors of someone attacking her operations. She had one of her men bringing in those two idiots from last night's operations going a burst.
The Cold Empress then grabbed one of her more costume and farviote umbrellas for the time being. She then takes out her pipe and starts a smoke break for the time being, thinking over the possibility that either her rivals or Batwoman crashed her night operations last night.
"Do any one of you know who crashed last night's shipment?" Anastasia asked as smoked on her pipe.
One of her men gave an unease look but one spoke in reply, "It was a new guy actually, empress."
"New guy? Who?" Anastasia asked, curious.
"Batman, " One thug said, getting a surprise yet double take on that from the Cold Empress Bird.
"Batwoman, Batgirl, now Bat...man?!" Anastasia shouted as she blew out her pipe and put it away for now.
"What is this city coming down under the water?" She asked out loud with a frown.
One of the men was about to answer that but one elbowed him and shook his head to not answer that.
"Eggy, double the guard on the workshops and bring me this Batman, alive. I want this Dracula in my office and understand why bird stands tall over bats," Anastasia ordered as she pushed a button on the side of her umbrella and unleashed a blade to get the thugs a bit worried.
"Yes, Empress," Eggy replied while cracking his knuckles in response and following his orders before taking some of the other men to get on those orders to the letter.
Anastasia needs to gain control over this shipment and armory ship out to her customers overseas. Some of them were either generals from the US or locals defending themselves. She always checks the background of her customers and where the money comes from, covering up her tracks so no one can fly into her nest. Now it seems a new Bat, a Batman was flying and checking on the nest of the Cold Empress. Well, this bird was going to make that bat fight for it like she gives out to Batwoman or one of her sidekicks.
We shall see how the Cold Empress setup the next stage for Batman or Batwoman to fly in.
