The rumors from Alabasta, her actions in direct opposition to Sakazuki's Absolute Justice, and her growing popularity among the Marines had not gone unnoticed. The world was paying attention—so was the World Government.

A Whisper from the Top

That shift became undeniable when a Cipher Pol operative approached her later that evening, catching her just as she returned to the Umbra. The man wore a white mask and exuded a quiet intensity, the kind that came from those deeply embedded in the World Government's darkest dealings.

"Admiral Selene," the operative greeted her, bowing slightly. "The Five Elders send their regards."

Selene gave the man a sideways glance, her expression unreadable. "I didn't know I was on their minds."

The masked agent's voice was calm but carried a subtle warning. "You are... and you've impressed them. They see your potential, your... influence." He paused for effect. "You've earned a place of importance in their plans."

Selene tilted her head, her smile razor-sharp. "How flattering. But I prefer to write my own plans."

The World Government's Proposal

The operative continued as if her words hadn't phased him. "The Elders wanted to remind you how valuable you are—how much they respect your judgment. Unlike certain... others in the Navy." It was a thinly veiled jab at Akainu. "They trust you to bring order in ways no one else can."

Selene's eyes glimmered with amusement. "How kind of them. And what exactly do they expect in return for this... trust?"

The agent's voice remained neutral, but there was no mistaking the intent behind it. "They want you to stay where you are, Admiral. To ensure the stability of the Marines. If... tension arises between you and certain other figures, they expect you to manage it quietly."

Selene's smile deepened. "Manage it... or clean it up?"

The operative didn't answer directly, but the silence said enough. The World Government didn't want to lose Selene—her power, her popularity, and her ability to bend the rules without breaking them made her too valuable. If it came down to it, she was their insurance policy—someone to counterbalance Akainu's rigid dogma without outright rebellion.

A Dangerous Game

Selene leaned against the railing of the Umbra, her fingers lightly drumming against one of her pistols. "The World Government wants stability. I understand that. But stability... has its price."

The agent nodded, as if expecting that response. "You'll find the Elders are more than willing to offer... incentives to ensure your cooperation."

Selene chuckled softly. "Of course they are. Let them know I appreciate the gesture—but remind them that I don't do loyalty for free." She turned slightly, her gaze cool but glinting with hidden intent. "If they want my help keeping things balanced, I'll expect freedom. And if they're smart, they won't get in my way."
