As the cool breezes of the Month of Ventus swept across Eldoria, preparations for the nation's most cherished celebration were well underway. The anticipation of the upcoming Day of Independence—set for Ventus 25—filled the air with a sense of pride and unity. But today, Ventus 10, would be etched into the annals of Eldorian history for another reason entirely.

In a grand ceremony at the Felora'n Palace, President Denver Brooks, flanked by Vice President Rhianna Jones and Chief Justice Benedict "Brian" Swharck, stood before a sea of dignitaries, military personnel, and citizens. The majestic façade of the palace, adorned with banners in the iconic colors of purple and green, provided a fitting backdrop for the historic proclamation that was about to be made.

President Brooks, dressed in a crisp suit with a small Eldorian flag pinned to his lapel, approached the podium. The crowd fell silent as he began to speak, his voice resonating with a deep sense of reverence and solemnity.

"Fellow Eldorians," he began, "today, we gather to honor the very symbol that binds us together as one people, one nation. It was on this day, many years ago, that our founders came together to design a flag that would represent the values and aspirations of our fledgling republic. The flag they created—a vibrant tapestry of purple and green—was more than just a banner; it was a declaration of our unity, our resolve, and our commitment to the principles of Justice, Fairness, and Freedom."

As President Brooks spoke, the audience's gaze shifted to the flag flying high above the palace. Its rich purple field, symbolizing sovereignty and dignity, was complemented by a bold green stripe that represented the land's fertility and the promise of prosperity. The purple emblem at its center, a stylized sunburst, symbolized hope and enlightenment, guiding the nation forward.

"Today," Brooks continued, "we take another step in strengthening our national identity. By the power vested in me as President of the Republic of Eldoria, and with the support of the General Assembly, I hereby declare Ventus 10 as National Flag Day of Eldoria. From this day forward, this date will be a time to reflect on the sacrifices made by those who came before us and to reaffirm our commitment to the ideals that make our nation great."

He paused for a moment, allowing the weight of his words to sink in. "To solidify this proclamation, I will now sign Proclavore 1 s. 1941 AC, which will officially recognize National Flag Day as a public holiday. On this day, every year, Eldorians from all walks of life will come together to display our flag proudly—whether on the streets, in our homes, or in our hearts."

The President turned to a nearby table where the decree awaited his signature. With a flourish, he signed the document, and the assembled crowd erupted in applause. As the decree was signed, ceremonial cannons fired in the distance, and a formation of military jets soared overhead, leaving trails of purple and green smoke in the sky.

Vice President Jones and Chief Justice Swharck each took a turn at the podium, echoing the President's sentiments and reflecting on the significance of the day. They spoke of the founders' vision, the struggles endured to achieve independence, and the importance of national unity in the face of challenges—past, present, and future.

Ventus 14, 1941

The chamber of the General Assembly buzzed with anticipation as the second session of the TACOC-MADev commenced. The last session had been fraught with tension, as the committee members struggled with the implications of creating a new executive ministry without violating the strict provisions of the 1939 Constitution. The air was thick with uncertainty, but today, a glimmer of hope seemed to emerge from an unexpected quarter.

As Assembly Speaker James Ford called the session to order, the room quieted, and the representatives took their seats. The mood was somber yet determined. They knew that finding a solution to the constitutional dilemma was paramount. 

The silence was broken by the voice of Reps. Rodrick Clayford from the Eastern District of Wetris. Clayford, a seasoned lawmaker with a reputation for pragmatic solutions, rose from his seat with a calm confidence that commanded attention.

"Mr. Speaker, esteemed colleagues," Clayford began, his voice measured and deliberate, "the question before us is indeed a challenging one. We all recognize the importance of agrarian development for the future of Eldoria, but we must also respect the limitations set forth by our Constitution. However, I believe that there is a way forward—one that honors both our constitutional framework and the vision laid out by President Brooks."

All eyes were on Clayford as he continued. "I propose that we create a new Department under the existing Ministry of Agriculture and Rural Development (MARD). This department, which I suggest we name the MARD Department of Agrarian Development (M-DOAD), would focus specifically on the agrarian needs and initiatives that the President and this Assembly have deemed critical. By structuring it as a department within an existing ministry, we can achieve our goals without the need to amend the Constitution or challenge the structure of our government."

The room was filled with murmurs as the representatives digested the proposal. It was an elegant solution, one that addressed the problem without upending the existing legal framework. Clayford's suggestion was a breath of fresh air in what had been a stifling debate.

Assembly Speaker Ford leaned forward, intrigued by the proposal. "Reps. Clayford, if I may ask, how would this new department function in relation to MARD? Would it have the autonomy needed to implement the specialized policies that agrarian development requires?"

Clayford nodded. "Indeed, Mr. Speaker. The M-DOAD would operate with a high degree of autonomy within MARD, similar to other specialized departments. This structure ensures that while the department remains under the umbrella of MARD, it has the authority and resources to focus solely on agrarian issues. It's a balanced approach—one that respects our constitutional limits while allowing us to address the pressing needs of our rural communities."

Deputy Speaker Kianna Hurt, who had been deeply involved in the previous sessions, leaned in to ask, "And what of the budgetary implications? Would M-DOAD have a separate budget allocation, or would it draw from the existing MARD funds?"

Clayford was ready with his response. "The department would have its own budget line, funded as part of the MARD budget but earmarked specifically for agrarian development. This ensures transparency and accountability, allowing us to track the effectiveness of the department's initiatives while maintaining fiscal responsibility."

The murmurs grew louder, this time with a tone of approval. It was clear that Clayford's proposal had struck a chord. The representatives were beginning to see a way forward, one that didn't require the daunting task of amending the Constitution.

The session adjourned with a renewed sense of purpose. Clayford's proposal had not only provided a path forward but had also reinvigorated the Assembly's commitment to finding a solution that respected both the law and the needs of the people. As the representatives filed out of the chamber, there was a quiet optimism in the air.
