"This was proposed by our national police agency. They made a revision to the exam's criteria as well as how licenses are earned. We have to follow the orders given."
"We also have to consider All Might's retirement. After he retired Japan has lost its symbol of peace. We can't just wait for a new one to arrive. Instead we should focus on building a strong force of heroes that'll bolster effectiveness in times of crisis when they're needed."
