Cio spends the first three mornings of the new year, sectioned away on the second floor of the Tribute Centre whilst the new officials work to process what exactly she's been arrested for, and whether there is actually any evidence for said arrest. She isn't allowed to see anyone except Cato and Enobaria, and even then, the guards have told her that she's supposed to limit the time spent with them each day, which obviously has not happened. She's had enough of being told who she can and can't speak to – it's like District Thirteen all over again, except the people she actually wants to talk to aren't believed to be dead.
Three days in, Paylor, now the acting president of Panem, makes a trip to the Tribute Centre, heading straight up to the second floor, using the stairs now that the lifts have been disabled – so that Clio, Luna and Katniss don't use them to escape. She's met with Enobaria who is reading a book on the sofa, refusing to go back home to Two until a decision has been made about her daughters.
"Paylor?" The woman from Two asks in surprise. "How can I help?"
"I'm here to speak with Miss Kentwell, if you would?"
"Of course," Enobaria replies, using a discarded envelope as her bookmark and running down the hallways to the room she knows Clio is sleeping in. The very same room that she was sleeping in before the Quarter Quell – matte black and white alternating walls with gold accented furniture and a wardrobe filled with red clothes. She knocks twice as a warning, not a courtesy, before pushing the door open and walking inside. She looks at Clio, finding her sitting on her bed completing the daily crossword in the newspaper just like she used to do with Brutus – or attempting to. "Paylor is here to speak to you."
"Tell her I'm not interested."
"It seems important, Clio. I think they've come to a decision."
Great, she thinks with a harsh roll of her eyes, throwing the newspaper down and following Enobaria back into the living quarters, making sure to knock a few times at Cato's door so that he gets the hint and leaves whatever game he's playing on the computer system he bought on the first day. The game he justified by saying that he needs to keep himself occupied somehow, right?
She takes a step opposite Paylor on the other side of the semi-circular couch. Per usual, her voice lacks tact as she asks. "What are you doing here?"
"Miss Kentwell–"
"Clio." The young woman instructs. She's had enough of being called Miss Kentwell when she doesn't have to be, Snow did enough of that to put her off it for a lifetime.
"Alright, Clio. I'm here to apologise on behalf of my guards. Three days ago whilst arresting Luna Crawford, they made the judgement that you were tampering with and refusing to submit vital evidence. They were wrong. I'm sure you can understand that they were acting upon what they believed was best for our new government, but after a careful investigation of the various camera angles, we believe that you did not purposefully hide the weapon and were therefore not refusing to submit. You were simply holding it after Miss Crawford had used it."
"Thank you."
"Although," the commander continues, "we are still issuing you with a fine for the possession of the weapon, because as I understand it, Miss Everdeen was the only person permitted to carry along the Avenue. The final amount will be conveyed to you once a decision has been made. But I am incredibly sorry for my part in your arrest and you will be given an additional compensatory amount on top of your monthly victor's stipend, one which likely covers the cost of the fine. You are now a free woman, Clio."
"Thank you." She repeats, a genuine smile covering her face for a moment. "What about Luna?"
"I'm not at large to discuss Luna's charges with you, in fact, I am not able to speak about it with anyone other than herself, Finnick or her lawyer, before you ask." Paylor says, looking at Cato and Enobaria as she can read their minds regarding the fact that they were about to ask if she would tell them anything. She returns her gaze to Clio. "Miss Crawford will likely be tried at the end of the month. The court system is trying to advance Miss Everdeen's as fast as possible, but that is proving increasingly difficult at the current moment. You are more than welcome to stick around until her trial."
