He's a ghost of Chaos and, for lack of better words, disharmony.
I mean... It's what he causes. You know how the song goes. Ahem *clears throat* I'm causin all the entropy, entropy, entropy, ero. (The song's in the media)
And yes, he does have mint-green hair even though Green is not a creative colour. (Look up either Don't Hug Me I'm Scared or Creative by Krypt Creeper [or something like that] to get that reference)
