Here is what I mean by unidentified thoughts:
What is she talking about? I wondered
What are they doing? she wondered,
Thought's that look like normal, non-dialogue, bits of text and follow the same rules as dialogue. The problem with doing that is that it can confuse the reader. This can easily be remidied by changing the bit of thought to italic or bold (although bold is not recommended).
