I would answer: Tags are used to specify the (sub-)categories your story falls under. They can also be character names, quirks, name of the place where the story is set, time period, name of celebrities who are a part of the story, etc.
Often, they are used as a filter to find specific stories.
You might ask: Why are tags important?
I would answer: Well, a number of users, including me, proceed with a story after getting a fair idea about it from the tags added.

I don't know about you but (no, I'm not feeling 22) how any random arrangement of alphabets and numbers would help a potential reader to find your story is beyond my understanding.
But Wattpad has all types of users, some of whom add senseless, random and idiotic tags to their story.
Most of these stories are cliché and the only original thing about them would be these tags. Seriously, I pity the story. Why does the poor thing have to suffer just because you didn't have a brain? So sad.
#2 : The Under
#romance
#fantasy #magic
#teenfiction #girlxboy#nonspecific
These stories have tags but they are so few in number and so unspecific that they don't help the readers in anything. I mean, finding out anything related to the story. Sorry, was just trying to be like the people mentioned in #2.
#3: The Empty
Such stories have no tags, true to the name of the category they've been put under.
