Imagine the 'perfect' world. What do you see? I see a world were everyone feels safe, where there was a system that could determine those who were likely to become a criminal. A system that could determine the perfect jobs for us. A world that you could feel safe talking to anyone you pleased. Then again there is no 'perfect' world. This world world is managed by the brains criminals of the world, who have been executed. The police in this world have teams, of some of the smartest, cunning, and disturbed criminal, called guard dogs. Everyday the police becomes more and more like the criminals, so new police officers are often needed.
