A Four-Year-Old mind you.. who was still a Level 1 Esper!!
Well, perhaps we should go back to that flashback where Prankster was having such good fun with his God Daughter.. back when they had tea on the Thousand Sunny, and take a look at the WHOLE story.. of how Mikoto Misaka, became the 4 year old with the 200,000,000 bounty.. and one of the Pirates known as The Worst Generation.

Around 2 years ago in the One Piece Timeline, yet around 15 years ago in the RIFT timeline.. Take note, that this is before the Time Skip in the One Piece arch, right after the Thriller Bark arc, and beginning into the Saboady Archipelago Arch.
"TEEHEE!! You're funny Mr. Luffy!" The little Mikoto giggled, clapping her little hands as Luffy inflated his cheeks into two large balloons.
"PFFFFFFTTTTT!!!" Luffy let the air escape, making a farting noise that sent Mikoto rolling on the deck of the ship, full of giggles. "HEEHEE! I'm a chipmunk man!!"
"Hmmm.." Nami was standing near the foredeck of the ship, looking around with a telescope. "Where are the others? They should be back by now..."
Twilight Prankster, who was standing next to Nami at that time, suddenly gave a jolt. "OH MY GOSH!!! I almost forgot!!!! Damnit! Today's the annual Numensapien meeting!! And I haven't even gotten the chance to put whoopee cushions under Diablo and Nichts' seats yet!!!"
"You have somewhere to be?" Chopper asked as he handed Mikoto another cup of tea.
"Yeah! Should only take a few minutes in Mikoto's world, but in this timeline I suspect about a few hours.. or days..." said Prankster. "Luckily, I can bend time as I travel dimensions, so when I bring her back, it'll only have been a few minutes. But my poor little god daughter isn't allowed at this meeting.. so.. could you.. er.. PLEEEEAAAASE watch my darling little wonder girl while I'm gone?"
"Why not just take her back to her world?" Nami asked.
"YOU KIDDING!?" Prankster exclaimed. "She'd be bored out of her mind for 5 minutes!! HAHAHAHAHAHA!!!"
There was a burst of confetti and smoke, and Prankster disappeared.
"OH WOW!!" Luffy exclaimed, sparkles in his eyes. "We get to hang out with her for a day!!!"
"YAY!!" Mikoto giggled and jumped up and down.
"ARE YOU KIDDING!?" Nami roared. "We know nothing about looking after children!!!"
Suddenly, there was the sound of a tiny growl, and Mikoto rubbed her little tummy, falling on her back and sticking out her tongue. "Meeeeehhh.. I'm hungry... could we eat something pretty please?"
"Now I'm hungry too!!" Luffy exclaimed. "Man! I hope Sanji comes back soon and cooks me a Pirate Lunch!!!"
"Pirate Lunch!?" said Mikoto.
"Yeah!! There's lots o meat in it!" said Luffy. "And more meat, and more meat.. DID I MENTION MEAT!!!?"
MEEEAAAT!?" said Mikoto. "CAN THERE BE CAKE TOO!!!?"
"HECK YES!! SANJI'LL MAKE ANYTHING!!" Luffy said, drool gushing out of his mouth.
"I WANT SOME SANJI MEAT AND CAKE!!" Mikoto squealed, jumping up and down.
"Well, wait no longer.." said Nami with a cheerful smile. "Looks like the other are back! I see the Mini Merry coming in now!"
"MEEEAAATT!!" Luffy cried out joyfully.
