I've thought of a little something to shake things up.
Each group has different tasks to its members. Tasks varies from group to group. There are different kinds of them, some of the examples are elimination of characters, information collecting, taking down other groups, etc. These are some examples:
(Note that these are only examples. The actual tasks are to be given when the roleplay starts.)
SPC: capture LES members, maintain secrecy of identities.
Lever's Sirens: collect information from Rifles, maintain the secrecy of the identities of members
LES: get information from Justice Department, maintain secrecy of identities of members.
Justice Department: eliminate all spies, capture SPC members.
Rifles: eliminate all SPC members, collect information from Justice Department, maintain secrecy of identities of members.
If your character is a Super, let's say he or she's a member of the SPC, and let's say that his/her identity gets leaked, those who are tasked in capturing or killing will be after your character. This is why secret identities are important. Neutral characters are able to do whatever the hell they want and team with other neutrals if theh wish, although it's a lot more harder.
New tasks are to be added as time goes by. Also, when one makes a group of their own, they will be assigned with tasks too (the tasks depends on what the group aims for).
