It's an underground cave which is under the Water Royal Palace, even under the Dungeons. Waters believe that some can communicate deceased in there if they meditate with great concentration.
There's also a hole in the cave which is connected to the ocean and people of Water Kingdom sends their deceased into the ocean from there.
