Ralts Logic

This logic is based on my experience so don't say that I'm lying. I even placed a picture.

Scene:

I was looking for a Ralts in a patch of tall grass near Petalburg. I suddenly encountered a shiny Lotad I fangirled over it and then I realized that a shiny pokemon is more common than a Ralts.
