So... ㅇ 's spelling is always different and the vowels 'decide' how to spell it.
So if you write oh it is in korean 오. It is o.
But just ㅗ is o too and you have to set the ㅇ with it that the word has a consonant.
A word must have a consonant and a vowel because it can't stay alone!!

Another example:
A (not the english pronunciation... Like...ah?...)
-> ㅏ but the vowel can't stay alone so you have to write ㅇ with it
=> 아
