The sin devils are like the seven kings (six kings and one queen) of the underworld. They're the ruler of each sin, while the sin demons, work under them or are created by them.
The difference between Devil and Demon is that Devil has a higher role, and is more superior than Demons. Demons are just underlings of the Devil.
