In a five day world struggle, a select group of rich people seized control of the world. To keep the people under control, they give groups of one thousand people an allotted amount of space. They are then split into groups and told to fight until the government gives them a new fight. Split, they fight.
The groups within each thousand are always things like age group vs. age group or ethnicity vs. ethnicity. If you do something the government likes, they give you money. Very few have ever reached the point freedom, but if you collect enough money, you can pay it to the government and you won't be placed in a fight for a year.
