Alfred did have others to go to when Arthur wasn't around. Besides his sister, he found refuge at his other brother's place. Matthew was close to the same age as him and they lived right by each other – no ocean dividing them. The two had similar appearances however their personalities were almost polar opposites. They grew up separately from each other until Arthur eventually took Matthew on a trip to meet Alfred. While Alfred was raised by Arthur, Matthew was brought up by Francis. Arthur and Francis were always at each others throats and fought over the two young nations.

Matthew was the one person that could relate to how Alfred was feeling. Both their caretakers, their brother's, their closest friends were miles away from their side. Why did Europe have to be so far away? Why did Europe have to be days away? Why did they grow to love people that resided in Europe?

 Matthew and Alfred both wondered these things from time to time. Even if they lived right near each other, custody battles between Arthur and Francis kept them apart most of the time. This led to the boys writing letters to each other every so often. While it is true the letters would connect the two brothers, they weren't as meaningful than speaking to one another in the flesh.

Their relationship could be described with one word: restricted
