(Hello Friends please note that chapter updates might be extremely staggered and in clumps of 3-4 chapters at a time. Or two. Or hell, even just one. Just a little heads up)
We never fit in with the Capitol, my family. Well, by family I mean myself and my genius father. My mother died giving birth to me, not that I was supposed to be born in the first place. She was deemed unfit of bearing children, and how I came about was a real mystery to every one, doctors and all.
The concept of war was foreign to me, even at my not-so-tender age of fourteen. Things in my country, Panem, were well, exceptionally well. The Capitol was thriving with the constant provisions of the thirteen disricts, and the districts were coping exceptionally well also. I only knew about the country's success through my elusive ways of eavesdropping on my father's confrences with Atlas Snow, the president of Panem. Mr. Snow was constantly in need to hold confrences in the large at the capitol building where we lived, and I used the ventialtion system to watch every meeting ever held since I was about seven years old.
They usually discussed things such as mild shortages in the districts, or matters of bland politics, but never anything that sparked fear in my body. That was until this afternoon, when Placidus Ivory, head of the Surveillers in the districts, spoke up about odd behavior. All I could see was the top of his bald head, and the peak of his round belly from the air vent.
Surveillers were the people who watched the Districts, made sure they coompleted their duties without enforcing too much violence. They enforced the laws in ways that I knew were too slack for some people's liking, information I also posses from eavesdropping.
"President Snow, my most profound apoligies for interupting the calm pace of this meeting, but I have some information from the Head Surveiller that you might wish to know about." HIs voice was dreadfully morbid, and sounded like he was constantly infected with a cold.
"Well get one with it then Placidus, we do not have all day." Mr. Snow shifted backwards into his red, plush chair. Father had told me his father was the president before him, and his grandfather was the president before Mr. Snow's father, and so on. His family was in charge for as long as Panem was in existance, and the chair he currently sat in was created in Panem's earliest years. The chair was sacred Snow property, and held great importance to the family.
"Lartius Calder, head of District Thirteen, has reported some serious infractions of the law from the district's citizens. Such cases as refusal to attend work in the graphite mines to refusing any of the directions the Surveillers tell them. There was even a case of a man who attacked a Surveiller." Placidus began to wring his hands and shift weight from the balls of his feet to his heels. Mr. Snow immidiately sat taller in his chair.
"Is that all, Placidus?" Mr. Snow inquired.
"I wish it was, sir. Kestrel Rivendell, head of District Seven has reported several similar infractions, refusal to operate the paper-making machines, violent behavior towards Surveillers, none of the workers have come within a ten-mile radius of an axe for the past two days. Kestrel has been in contact with Lartius, and the similarities between what's been happening over there are indescribable."
"I knew we should have stricter law enforcement in those Districts. Next thing you know, they'll be attacking the Capitol." Dip, head of Capitol Missionaries, remarked. He had been angling for more violent, brutal punishment for law breakers for as long as I can remember. Nobody agreed with him, well maybe now they would but I personally thought it was a barbarous thing to even consider. But the idea of attacking the Capitol? The idea made tremble.
There was a pause in the room.
"I want to know about every infraction, no matter how insevere, from this moment on. I want an increase in Surveillers in both Districts. Tell both Calder and Rivendell to be more srtict with the citizens, under no circumstances must this continue. Meeting ajourned."
