What if Primrose was never selected to compete in the Hunger Games?

Questions: Would Katniss be chosen, considering her name was entered twenty times?         
Would someone offer to take Katniss' place? If so, who?

Story Line: Suddenly, out of no where. I here my name called "Starting with the ladies, are first tribute is Katniss Everdeen". I take in what I just heard, am I actually going to be in the Hunger Games? I see a figure running up to the stage, and as I hear it's soft voice I inhale what just happened, and can't be undone. "I volunteer to take her place!" My mother? Isn't that illegal?

This was the first "What If..." I wrote, I think it could be better. But I'll learn from my mistakes. Thanks for choosing to read my story, and I hope you enjoy it! :) There will be more!
