Well, I don't know who Lotor is, and Zarkon has that armor that he always wears and I think that'd be pretty painful to punch, so I'd have to say Haggar.
Also, she took my arm from me and gave me that huge wound that nearly killed me and nearly got me killed, so I'd say she would definitely have it coming.
So, probably Haggar.
