Okay I have gotten this horse but you can't register it. Neither the cool blue horse, wish you could, but the dude at the counter will say that it's not a horse.
Okay this horse is located in North Tabantha Feild. But it's part of a quest that you can easily complete. You go to Snowfeild stable and inside there will be a woman named Juannelle by a poster. Talk to her and she'll want you to take a picture of the Stal Horse.
Go to North Tabantha Feild to find it. Bokoblin will be there riding other horses. You can find this horse with that group of Bokoblin and Stalkoblins riding horses. But you have to go at night because that's the only time Stal come out.
