Okay if you go to the Outskirt stable you can talk to an old man named Toffa who will tell you about Zelda's horse and that it's descendent is in Safula Hills a little east of Hyrule feild.
He will want you to tame it and bring it to him so he can see. Be prepared and bring food with extra stamina. After that then Zelda's horse is now yours!
For completing this request you'll receive the royal briddle and saddle.
Just saying this was the horse I forgot the soothe button so it took me a while to finally get her. But then I actually looked at the buttons.
