In Shaa Allah means if Allah (god) wills. We are always told to say In Shaa Allah after anything we say we are gonna do. If we don't than it might not happen because it's all up to Allah(god) to make it happen.
Saying In Shaa Allah makes us say and have an intention that we are gonna do this or that if Allah(god) wills for it to happen.
So the joke in the picture is that the top guy forgot to say In Shaa Allah and so the bottom guy is not worried because he(the top guy) won't be able to harm him because he didn't say In Shaa Allah. ( I had no idea how to explain this, anyone with a better explanation please let me know!)
