I'm going to be drawing Merry and Pippin, but the ideas work for any character...hopefully this will be helpful. Tutorials aren't really my strong suit....;)
I start with a skeleton of sorts, which give me the basic position for the hobbits.(The lines in this picture are dark, so they will show up, but I would suggest drawing them lighter.)

Alright, now we have to put a little flesh on the bones, so to speak. (I had to lengthen the arm of the one on the right. This is also the part where I adjust the proportions.)

Now, I erase the skeleton (that's why the lines should be light) and add rough ears.

Okay, time to start their faces. On the outside part of their faces, make a slight divot, make a round cheek, and then a chin.
