Predictive programming occurs routinely on television shows and movies. In order to move an audience towards buying a product, supporting a narrative, consenting to an ideology, or to suddenly prepare the masses to accept previously planned national or global events without question.
The purpose for such a potent mind controlling method would be to solidify the effectiveness of the Hegelian Dialectic, that is "problem, reaction, solution." Those in power create a catastrophic problem to insight fear into the general population. Then wait for the anticipated reaction of the masses as they cry out for a protector. And then, those same people that created the problem in the first place step in as the saviour, and offer their own pre-planned solution in order to gain more control and more power.
