Universal P.O.V
The small digital screen sitting on a metal crate flicks on revealing President Roland Snow. The president smiles at the crowds of thousands of Capitol citizens that have swarmed to hear what his very special announcement will be.
"Welcome, welcome" he starts "Today is a special day in the history of Panem, today is the announcement of the 200th Hunger Games, the 8th Quarter Quell!"
The Capitol citizens go wild while everyone back home in the districts cling to their family members in fear.
A small Avox boy brings an envelope forward on a plush red cushion while the President rearranges the white rose sitting in his suit pocket.
"For the eighth Quarter Quell, as a reminder that only the brave can survive, only volunteers can enter this years quell" He announces as a smile creeps onto his lips.
The Capitol citizens break into a round of applause knowing that this year's games will be bigger and better than ever.
