Note: so I'm here to explain wtf the title means bare with me.....at the beginning of the series back when ally was still in middle school la was have trouble keeping truths with others there are a lot more smaller parts of la areas where groups control and there part of a separate group not following the la rules the didn't like how those people viewed things and who the pres was for la he combined east, west, north, south, la together forming the ultimate secret police also this group is another victims of corruption in la in the paper didn't get as tough of childhood as the last villian but they lived in la the same time as Patrick was the ruler but they were toddlers when there clans started to get "ruffed around" Patrick and other elders he was with back then the leader destroyed there clan area they didn't want to deal with them anymore
so they singled themselves out of the la alliance and moved forming a rebellious la they later changed the name to San Diego
