From the Archives: Communication to the Justice Buildings

Greetings.

With half a year to pass until the next Hunger Games, we feel it is our solemn duty as your Gamemakers to remind you that, according to the terms set out in the Treaty of Treason, this year's competition will take the form of a Quarter Quell. The exact details of the Quell are to be revealed by ceremony at a later date. All citizens capable of standing or being carried will be expected to attend a screening of this ceremony, which you will be notified of well in advance.

We can, however, share that the Quell will require the cooperation of the mayor and their district officials. Obedient relationships between districts and Capitol are the cornerstones of our nation and we are confident in receiving all the service we are due. Therefore, any mayor not offering their full and perfect cooperation will find their district's tesserae rations halves. Disobedient officials will incur similar penalties.

We will remind you yet again that betting on the Games is by Capitol law forbidden in the districts. Extra Peacekeepers will be deployed to ensure that this rule is followed. Any mayor or official caught encouraging, participating in, or allowing the running of a betting operation can expect severe punishment.
