Two things here, they said it was the most prestigious academy and that only the strongest get in. If they don't know what their ability is at the time how do they know how powerful they are like they could find out with Sophie? And also somewhere in the conversation, they say there are other academy's but none other are mentioned except exilium... (however you spell it) and it seems that almost all the kids go to foxfire and they have meetings and gatherings all there with the lower class, so who doesn't go to foxfire?
