Personality:His personality counteracts Gohan's, He's wisecracking,adventurous,snarky(to a degree) and is the least afraid of his mother Chi chi in his family(this little rebellion happens after the Cell saga),he actually enjoys fighting, and maintains that interest

As toddlers, he took on the role of big brother for Gohan,and they eventually became and they stayed closely by each other,through out the years,developing a tag team fighting style,looking after each other,eventually after Android/Cell saga,his close best friend relationship with his twin weakens a bit. While Gohan went back to studying, Gozek wanted still continue training,and unlock that power his brother had unleashed,their mother disagreed,telling him to drop training entirely and study,he actually said no, which had surprised her, aswell as his brother. As the years past, Gozek found a middle ground, He chose to be a treasure hunter like he wanted to as a kid(he read books similar to Indiana Jones,and stories similar to Uncharted and Tomb Raider as a kid). He desired own person,not just the brother of the one who killed Cell,or the son of possibly the greatest martial artist he ever knew. This caused heated arguments with him and his mother every now and then,Chi chi eventually gave up and understood that she should accept his desire if he could make it work, but it did put a bit of a negative mark on her relationship with her firstborn(As said before,Gozek's the older twin).
When Goten was born, he was actually the one who helped Goten achieve Super Saiyan.
He reached Super Saiyan 2 at the age of 14 with the help of Hōseki(The younger sister of Vegeta, she went to yardratt with Goku and learned Ssj and instant transmission there,and she and Gozek went into the time chamber after Goku and Gohan,but she'll have her own chapter later) and he eventually made the decision to grow a Tail.
He didn't get his potential unleashed, but after the Buu saga a realization had hit him.....
He had strived to get stronger,to protect his brother,and the world,but in many occasions,his brother, despite having less of a penchant for fighting,if not legitimately disliking it entirely,had surpassed him greatly,twice to be exact, and all that training and hard work felt almost pointless. He was jealous, he had as much potential as his brother, he could've been the one to beat Cell,but wasn't,but the second time, he trained, and Gohan would gladly give the title of strongest fighter to him, but then later his twin gets a power literally given to him by God, a power that surpassed his father's new form greatly. But simultaneously, he was ashamed of that jealousy, he saw firsthand what happened to Vegeta when he was consumed by the envy he had for his father. But,he wasn't the only one who knew the feeling living under the shadow of your brother. Hōseki, Vegeta's sister,who at this point became his best friend(their relationship is completely platonic and will stay that way) Just told him to keep pushing forward, and he did.
The events of Fighter Z occur(good ending)after the Resurrection F arc and he ends up falling for Android 21, he trains with her for a year inside the Time Chamber,and the pair share their first kiss, and become a couple in there, but he gets heart broken after she sacrificed herself,but Hōseki quickly reminded him that Dragonballs were a thing, she's brought back.
Just before the tournament of power, Gozek achieves Super Saiyan 4,finally surpassing his brother(He takes Tien's spot,21 takes Roshi's,and Hōseki takes Frieza's since she's almost as strong as her brother Vegeta and Goku) and after the Tournament Gozek proposes to Android 21 and get hitched.

(Author'sNote:This is Gozek as a Super Saiyan 4, He also has access to Ssj3 which he achieved after Frieza killed Piccolo in resurrection f,and he's the one who holds off Frieza and not Gohan, and he later uses Super Saiyan Rage mode after GoD Toppo destroyed his tail who also eliminates Gohan and 21 almost simultaneously in a ruthless manner)
