When Ludwig finally decides that he wants to tell the other countries that he is together with Feli, he can't get the words out because he's a cold-hearted German and romance is hard. His brain stop working and he starts nervous crying in the middle of the world conference room, making Feli (and everyone else) freak out because big, tough Germany does not cry.
Feli calms him down and sits him in the back of the room next to Canada so he can collect himself. Feli ends up taking over the meeting for Lud that day. Nobody is allowed to speak of this incident around Ludwig.
