Since Russia is a very antisocial person he doesn't know how to talk to others. Being that way means that when he admires a person or has a question he follows them around until they ask him if he needs something. Since getting with America Russia seems to follow him around more than the others(Not that they're complaining about not being followed by a deadly Russian). When Russia has a question for any of the other nations he will tell America and he will be the one to ask them.
