Within the A.R.E. there are generals who oversee operations within a reality. Most generals are selected from that realities populace, usually a notable or important figure, these individuals are brought into the hivemind and given their mission, usually bring others into the fold, and are given upgrades as requested, then turned loose. In starwars realities for example, we usually bring in someone like Ahsoka tano, shaak ti, mara jade, revan, ect. They oversee the collection of valuable or important persons and resources. As one can imagine multiple Ahsoka's in one place can lead to weird situations, this is resolved through either a triage system or a counsel setting.
