A\N: If you are wondering about a Captain America: The First Avenger part, I'm not going to right one. I tried, but it doesn't work well with Stephanie's character. So, I'm just going to summarise what happens during that movie.
Stephanie struggles to join the army because she's a woman. Eventually she is given a chance, when Dr. Abraham Erskine offers her and her brother the super soldier serum. They take it, and become Captain America and Commander America respectfully. They fight Red Skull over the Tesseract on an aircraft, which used to house a Kree called Mar-Vell - something none of them knew. Stephanie comes into contact with some of the alien's blood when Red Skull uses the Tesseract, causing Stephanie to be imbued with powers. However, she and her brother get frozen after saving the aircraft from crashing. After 70 years, Steve is found by SHIELD, while Stephanie is found by HYDRA. They brainwash her and turn her into a Winter Soldier - just like they did with Bucky.
I know it's confusing, but it ties Captain Marvel to the rest of the MCU earlier on. It also makes Stephanie less of a carbon copy of Steve, as she now will have powers - that she will access to during Age of Ultron.
