It was the day of the year when every department proposed items they needed--- starting from stationeries, tables, chairs, anything a person can imagine as long as it is useful and needed to support their work. Procurement, so to say. That event is held every year. Before they submit the proposal to office's secretary--- which will then handed over to the director and treasurer, each department held meetings to deliberate--- considering what they want and what they need.
Among 4 departments in Pravnich, Civil Law Department led by Louise is the most demanding ones. Not only because it housed the greatest number, but also because their Chief is way too considerate about people's need--- even towards those outside of her department.
The young lady was taking roll--- making sure everyone's presence. Right after she reached the end of the attendance list, she looked upset. From hundred of her department members, less than half presented. "Where's the others?" Asked her. Her eyes flashed in furiousness.
Amon explained that the reason was because their house were relocated due to highway expansion to a remote area in the outskirt of Pravda. What's more troublesome is that there's no public transportation to connect their new remote residential area with the main cities. Even the roadway has not well-established yet--- creating traffic jam for hours just to reach the main road. The news struck Louise's head. She cursed the Rex and city's governor for their incompetence of making a good city plan--- creating troubles to the relocated townsmen.

"And thus I decided to provide our men with our very own bus!" In a budget meeting between Chiefs and Director, Louise proposed her suggestion. "How is it? Smart, right? Considerate, right?" she rubbed her chin in delightful manner as if she complimenting her genius and generous idea.
"You said you want to procure a double-decker bus as employee's shuttle?" ask a young man with slanted eyes--- trying to convince that he did not misheard.
Louise nodded cheerfully, but thoughtlessly.
"Do you know how much it costs?!"
That time, Louise shook her head, still with a wide smile--- an idiotic smile in Emperor's presence.
"Good grief..." Emperor threw his back against the backrest of an executive black seat, releasing a heavy sigh while rubbing his temple in disbelief.
Their office generated a lot of money and spending just as much. Their expenditure mostly spent on official travel, maintenance cost--- whether it is building, plumbing, IT, etc., salary, and last but not least is ridiculous and nonsense expenditure. Louise's idea to procure a shuttle bus was not particularly bad, considering the benefit they will get--- productivity, effectiveness, and efficiency--- but the price will likely drain their annual allocated budget. Louise Scholastique, the Pretty Orator, insisting on procuring. While Shing Guanting, the Emperor resisted.
Argument between 2 lawyers was bound to be heated--- as hot as hell's fire. While both Criminal and Civil Law Department exchanging bad words, the other 2 chiefs looked unaffected. Unfazed. Uninterested. Both of them were watching silently whilst sipping a cup of chamomile tea served by Nobume Hibiki, the secretary.
Louise stood up. Eyes-to-eyes, they looked at each other in anguish--- sending death glare with sparkling electroshock.
"Then, are you suggesting that we buy 2 shuttles instead?!"
"HELL NO!" He yelled. "Have you forgotten the time when we procured helmet for every personnel 6 weeks ago?!" The Emperor recalled one of their absurd procurements. At that time, he did not attend the monthly budgetary meeting due to sudden invitation from the police inspector. Thus, he could not give a piece of his mind to knock some senses into Louise's bullshittery.
