-The Governs: The highest tier there is. Makes up roughly 5% of the population, but yet, makes all the decisions. Within the tier is the Govern Circle, a council of 7 men( the head of each family within the Governs), their word is law. What the Governs say is law and enforced by the Elitists by any means necessary.
-The Elitists: The second tier within the three tier system. They make up roughly 35% of the population. Many are often hired to be Bulldogs, those who help enforce what the Govern Circle says, for a price of course. They walk the streets of the lower tiers to find and remove any plots or any Shulks.
-The Povershed: The lowest and poorest tier. They make up 60% of the population. They are the tier that do all the manual labor and hard work, at very low pay. Bulldogs remove any who disobey and other Elitists are Tippers. Those who are heard badbouthing, making plots, or any similar antics, earn the title Shulk, and risk not showing up for work one day.
