we know from past episodes that Andre is an appassionate of ice cream and passion itself. He brings together every couple with his magic or something. So he has to be careful with the people he chooses to pair up, because its FOREVER.

That's why we can see in Loveater, he hesitastes on giving Adrien and Kagami their ice cream because:
1. he KNOWS marinette likes adrien
2. he KNOWS adrien and kagami are not meant to be together (but of course he cant say that because love is love and he doesnt BREAK YOUNG HEARTS THAT ARE IN LOVE) -> a proof of that is in Glacier, he didnt touch any couple because they were in love

He protects love, so when he finds out that marinette chose to give the couple ice cream to adrien and kagami, he cannot do anything but go with it, because its not his decision to make, i mean, after all, he IS just an ice cream man(?)

at the end you can see that he has not moved from his place, he is still on the bridge, when we know he is known to be someone who moves around all paris to give ice cream to everyone and spread love or something.

But he stands there, watching over adrien and kagami, becuase he knows it is not the pair that was meant to be. Im pretty sure he did it because hes curious of what is going to happen, or something. I really dont know, but i do know that he knows that this is a no-no. I mean the makers wouldnt have made a whole frame of him watching the two if it werent important, would they?
