So, in the books, they were enemies.
But it's more than that.
Draco insulted Harry's family and friends, injured Harry, and was an all around ass.
Harry did some damage too.
In Draco's point of view, Harry humiliated Draco's entire family and destroyed their reputation.
And to the Malfoys, reputation is everything.
Not to mention that Harry nearly killed Draco in their sixth year.
The only reason why I didn't rate Drarry 0/10 is because of two things.
1. The Cursed Child.
In the Cursed Child, we could see that they worked together. There was a possibility of a friendship.
2. Personalities
Harry and Draco have pretty similar personalities. They both want to prove themselves and gain recognition for their actions. They both want to leave their mark in history. They are intelligent and want to learn. They are also both rather introverted.
I feel like if they had set aside blood statuses and house prejudice, they could have become friends. Maybe even more.
Personally, I headcannon then as bi, so I could see a possibility of romance, but only if they had put their differences aside.
