Okay, so first of all, they were always on opposite sides.
Draco and Luna didn't get many interactions either, so there isn't much evidence to back up that this ship is good.
I say they were on the opposite sides because Luna was in DA, while Draco was working with Umbridge.
And, Draco believes that Slytherin is the superior House, so he would look down on Luna, as she is a Ravenclaw.
Not to mention that Draco has a tendency to be disgusted at anyone that is outside of what he considers normal. And Luna is definitely out of that range.
Also I've read some theories that they're cousins so...
Yeah, not much evidence to support it's a good ship. And given Draco's tendencies and habits...
